This calculator works out Dearness Allowance for central government staff under the 7th Pay Commission. DA = basic pay x DA rate (60% from 1 January 2026). HRA = basic pay x 30%, 20% or 10% for X, Y or Z cities, since DA is above 50%. Estimated gross = basic + DA + HRA. Pensioners get Dearness Relief at the same rate.

What is Dearness Allowance (DA)?

Dearness Allowance is a cost-of-living adjustment paid by the Government of India to central government employees and pensioners. It compensates for inflation, measured via the All India Consumer Price Index for Industrial Workers (AICPI-IW, base year 2016 = 100). DA is revised twice yearly, effective 1 January and 1 July, and expressed as a percentage of basic pay. For pensioners, the equivalent is Dearness Relief (DR), paid at the same percentage as DA.

The 7th Pay Commission Formula

DA (%) = floor [ (12-month average AICPI-IW x 2.88 - 261.42) / 261.42 x 100 ]
Components: AICPI-IW is published monthly by the Labour Bureau (base year 2016 = 100). The factor 2.88 links the 2016-base series to the 2001-base series used when the 7th CPC was designed. The constant 261.42 is the 2015 calendar-year average index (the 7th CPC reference point). The result is always rounded down, never to the nearest whole number.

Averaging period: For the January DA revision, the 12-month average covers July to June. For the July DA revision, it covers January to December.

For the July 2026 revision, our projection of 63% uses AICPI-IW data through May 2026; published estimates range from 63% to 64%. As of 1 October 2026 the Cabinet had not announced the July 2026 rate, so treat 63% as a projection (unverified). Official notification usually follows two to four months after the effective date.

How DA Affects HRA

HRA is a percentage of basic pay and steps up at two DA thresholds under the 7th CPC. Since the current DA is 60% and the projected July 2026 DA is also above 50%, the HRA tier remains unchanged at the July 2026 revision.

Worked example: basic pay Rs 56,900, Y city

ComponentMonthly (Rs)
Basic pay56,900
DA at 60% (56,900 x 0.60)34,140
HRA at 20% for a Y city (56,900 x 0.20)11,380
Estimated gross (basic + DA + HRA)1,02,420

If DA rises to the projected 63%, DA becomes Rs 35,847, Rs 1,707 a month more; HRA does not change because DA is already above 50%.

What this calculator does not cover

This tool covers Basic Pay, DA (or DR), and HRA only. Your actual gross pay also includes Transport Allowance (TA), which is a fixed amount between Rs 900 and Rs 7,200 per month depending on pay level and city, plus DA on that TA. Cadre-specific allowances, NPS employer contributions, and project/special duty allowances are not included. For a complete picture, check with your Pay and Accounts Office.

Frequently Asked Questions

What is the current DA rate for central government employees?
The current DA rate is 60% of basic pay, effective from 1 January 2026. The Cabinet approved it on 18 April 2026 and the Department of Expenditure issued the order on 22 April 2026. Pensioners receive Dearness Relief (DR) at the same 60% rate on their basic pension.
What is the expected DA from July 2026?
Based on AICPI-IW data through May 2026, the DA from 1 July 2026 is projected at 63%, a 3-pp increase from the current 60%. This is a projection: as of 1 October 2026 the Cabinet had not announced the July 2026 rate, and some estimates put it at 64%. Once notified, employees and pensioners receive arrears from 1 July 2026.
How exactly is DA calculated?
The 7th CPC formula is: DA% = floor [(12-month average AICPI-IW x 2.88 - 261.42) / 261.42 x 100]. The 12-month average uses July to June readings for the January revision, or January to December for the July revision. The answer is always rounded down. The factor 2.88 converts the 2016-base index to the 2001-base series, and 261.42 is the 2015 reference average.
What happened to DA during the COVID-19 pandemic?
Three consecutive DA revisions were frozen: 1 January 2020, 1 July 2020, and 1 January 2021. In July 2021, all three were restored in one step, raising DA from 17% to 28%. No arrears were paid for the 18-month freeze (January 2020 to June 2021).
Does a DA increase automatically raise my HRA?
Only when DA crosses the 25% or 50% thresholds. Since current DA is 60% and projected July 2026 DA is also above 50%, there is no HRA rate change expected. HRA stays at 30/20/10% of basic pay for X/Y/Z cities until a new pay commission revises the rates.
Is DA applicable to pensioners?
Yes. Pensioners receive Dearness Relief (DR) at the same rate as DA. At the current 60%, a pensioner with basic pension of Rs 50,000 per month receives DR of Rs 30,000, for a total of Rs 80,000 per month before TDS or other deductions.
Will DA be merged into basic pay under the 8th Pay Commission?
The 8th Pay Commission has been constituted; its report and recommendations are awaited. Historically, accumulated DA under a previous commission is merged into basic pay via a fitment factor when the new commission's recommendations are implemented. The 7th CPC fitment factor was 2.57. Specific 8th CPC fitment details are not yet available.
Which cities are X, Y, and Z?
X cities: Delhi (NCT), Mumbai, Kolkata, Chennai, Bengaluru, Hyderabad, Ahmedabad, Pune. Y cities: state and UT capitals not in X, plus cities with population above 5 lakh as per 2011 Census (Jaipur, Lucknow, Patna, Bhopal, Surat, Chandigarh, Nagpur, Kochi, Indore, and others). Z: all remaining cities and towns.
